Vista is so weird I was having issues like you on my laptop until I reverted back to XP. I'm not a computer whiz but I've played with all the processes in the background through task manager and eliminated things like explorer, audio drivers, and other random things and no FPS lag. Turns out what was doing it for me was killing my audio drivers but that meant no sound so I just reinstalled XP. Anyhow, you can try that to see what your problem is I guess. I really recommend xp though.

Go to your start menu, type in dxdiag (if you have XP go to run then type in dxdiag.) Wait for everything to load on it and click save or whatever. Upload the text file as an attachment.

In simple terms, without your specs I can't do anything.
I can just paste my specs over. If that's not good enough I'll upload the text file.

Operating System: Windows Vista™ Gamer Edition 2009 (6.0, Build 6002) Service Pack 2 (6002.lh_sp2rtm.090410-1830)
Language: English (Regional Setting: English)
System Manufacturer: Gateway
System Model: FX6800-09h
BIOS: Default System BIOS
Processor: Intel(R) Core(TM) i7 CPU 920 @ 2.67GHz (8 CPUs), ~2.7GHz
Memory: 12278MB RAM
Page File: 1763MB used, 23003MB available
Windows Dir: C:\Windows
DirectX Version: DirectX 10
DX Setup Parameters: Not found
DxDiag Version: 6.00.6001.18000 64bit Unicode

I'll check my temps to make sure it's not overheating today. I'm dual booting with windows 7 but I don't like playing on it because I can't get rid of mouse acceleration and that shit just fucks with my head. My refresh rates don't go above 85hz on windows 7 either.

You have to add a Custom Resolution in display settings and add a custom Refresh rate.

Windows Vista always used to give me 80 even when I had my old Nvidia GTX 260 , and Halo Windows 7 ran pretty great(1,000 fps).

Windows xp X64 would be your best option. Have you also tried system restore? maybe it's something you installed thats causing your pc to lag? try to do system restore and bring it back to the day that it was working fine.

gl w/ your pc
